Yes, if you are on PS3 and play on the same PSN account as the one you purchased the items on, your previously purchased stuff will appear in-game, although at first, it may appear in storage, so be sure to check there for it.
As for reward items, unfortunately they were saved only on the PS Home server you earned them on so you will not have your rewards from original PS Home.
If you're on PS3 and you're on a US Account, a few of them are still active although the overwelming majority of items worldwide have been removed.
For example, half of the apartments on the estates store are still there and everything in the FREE Item Giveaway on the navigator is still available. Prices for everything still available are unchanged.
If your PSN account is set in Europe, Japan or Asia, every item on the store has been removed and as such will bring up an error code in the price tag box.
If you play on PC, all of the items give an error in the price tag box as well.
